outdoor azure patch

i'm planing on geting a buch of filter patch bags full of collinized wood chips ready for when it's warm enough to put them outside into a larger pile of wood chips. I've read some about this but i do have a few questions still.
1. when is a good time to put them outside and not have to wory about it geting to cold.
2. do i need to soak the chips in the outdoor pile b4 spawning it?
3. do i need to case it or can i just leave the pile exposed to air?
4. is a wet land where the ground is always sogy but where watter dosent generaly pool a good place to put a patch?
