I need to produce large amounts of CO2, cheaply

so here is the question, in a location close to a salt water sea, and most likely on desert land sparsely populated, what is the cheapest way to produce carbon dioxide in large volumes?

carbon dioxide generators are commercially available for greenhouse use. that's probably your best bet.

Are you trying to increase the PPM of CO2 in an enclosed air space, such as a building? If so, burning propane in a catalytic converter is going to be your best bet. Something like http://www.sgs-hydroponic.com/product_details.php?id=417 as an example. (I pulled this up via google; first hit, no idea if it is any good or not.)

im going to neeed lots and lots of it, in the end its for the production os algae that will be used as a starting poibnt for bio-diesel, and later the waste for ethanol.
im trying to find another route besides using comercial smoke stacks

You are gonna be running into problems... your best bet is going to be lots of circulation with sea water outside of your system. There are several issues working against you.
Water doesn't hold CO2 very well. Even if you figure out a way to increase the CO2 levels in water, it won't last. The water will off gas the CO2 before it gets used. The hotter the water, the quicker this happens. The more shallow the water, the quicker this happens.
The very cold ocean waters (below 1000 feet) are very rich in CO2. If you can figure out a cheap way to bring the water to the surface, you are set.

yeah, but its cost prohibitive....
im debating how much a commercial supply would cost, or if i could get a supply countract from a company that pipes it underground, transportation of it might get costly and involve to many damn permits though...
