No, it sounds like you have another problem,
I would start by braking down step by step what your doing,
It can be hard to find what steps or teks, that is causing the problems. A total over haul of what your doing.

If the bags are contaming after the pc'ing then there is another problem as others have said. 100% of the bags sounds like the pc'ing isn't long enough, some kind of leak in the bags, inoculation process.

the ionic breeze isn't gonna help you with this little diddy.
cleaning and using sterile procedures will help.
If you think you have alot of dust and contams in your house or apt... maybe consider getting a Simco. I have an older house with a dust problem...and the Simco takes care of my problem.
Simco aerostat XC...

They do NOT filter air.
They charge particulates in air, so they stick to surfaces. (where Lysol, or Oust can kill them)
After using the Simco for 20 minutes in the room that I'm going to work in...
I wipe all the counters down with Lysol Disinfectant (antibacterial kitchen cleaner) this one...
then spray the air with Oust...
then use a still air box...
My procedures are a little anal... but I don't have or get many contam issues.

You can pick up a Simco off Ebay for around $30 to $40.
