Pressure cooker, steam only?

My pressure cooker has a small wire rack in the bottom, and i'm using 8 ounce widemouth jars from ball. my question is... will the steam itself be good enough for sterlizing, or should they be half-submersed in water... because I can fill the PC to just above the rack and there'll be about 2 inches of water in it, but if i put too much more, the water may boil over the top of the jars.

steam from pc good enough for sterlization?

You don't need the water that high. 1-2" is good enough. The PC works off the steam, not the jars being submerged.

Very true. The temperature inside is going to be the same regardless of whether the jars are touching the water or not. Just be sure to let it vent steam for a few minutes before you put the weight on or close the valve to allow pressure to build.
