you want the water to come up halfway on your jars, fill your PC, place the jars in, and check to see if it reaches that level. Attach the lid, place the PC on the stove, and gradually bring the heat to high over 5-10 minutes. Once you've attained proper PSI, lower the heat enough to keep the pressure while reducing any steam that is coming out. The more steam you lose the less water in the PC. Running out of water mid way through sterilization is bad and possibly dangerous.
If i were you id also read through the instruction manual and place the PC through a test run before doing any work with your jars.

pc could be a dangerous machine if you do not know how to use it... do a google search for your model... see if you could get the instructions that way or contact the manufacturer

As coda said, you should do a test run.
Make sure it's not missing any parts. Like a gasket, blow off valve. If it doesn't have a metal spacer for the bottom you will need to use a wet towel in the bottom. Make sure the steam vent is not plugged.
If it has a gasket and wont seal, you may need to hold down on the lid after some pressure has built up to get it to seal. My mirro PC isn't even a year old but because I use it alot my gasket is already going.
