CHILLICOTHE - Not everyone at last weekend's Summer Camp music festival at Three Sisters Park was there for a good time.

Just as in years past, a handful of undercover officers walked among the thousands of revelers, nabbing those who brought drugs to the party.

Agents with the Multi-County Narcotics Enforcement Group arrested 30 people involved in the illegal sale of drugs. They also seized $13,413 and recovered 2,373 grams of psilocybin mushrooms, 91 hits of LSD, 394 grams of marijuana and smaller amounts of heroin, cocaine, Ecstasy and ketamine.

"It was pretty much the same thing this year as last year," MEG director Larry Hawkins said Wednesday of the three-day festival's open-air drug market. "We still had, like last year, people calling out what drugs they had for sale, but they were a little less obvious about it."

MEG officers dressed in street clothes worked their way through the crowds, buying drugs from people who then were arrested by a cover team dressed in plainclothes, Hawkins said.

Among those arrested were a Naperville private schoolteacher and an employee in the Juvenile Justice Division of the Cook County Public Defender's Office.

No local people were arrested in the bust. More than half of the campers arrested traveled in from out of state.

"These types of music festivals attract people who like to peddle drugs," Hawkins said. "Whether it's in Chillicothe or not, it's going to attract these types of people."

Last year, MEG arrested 29 people and seized an estimated $23,000 in narcotics and cash.

Though the busts received a lot of media attention in the past, it doesn't appear the publicity has hurt Summer Camp attendance. Preliminary figures show about 8,300 attendees this year, up slightly from 2005, Three Sisters Park Manager Chris Cassidy said Wednesday.

"We're glad they (officers) are there. . . . I think it is very good for the event. We don't want drugs there. Hopefully (their presence) clears it up, keeps the bad apples out," he said.

The festival has a significant impact on Chillicothe businesses, city officials say. Some of them reported business last weekend was four times what it usually is, Cassidy said.

Economic Development Director Lisa Burnett said Chillicothe's two hotels were booked up Thursday through Sunday, and the gas pumps and grocery stores stayed busy.

With the thousands of attendees, 30 arrests seems minimal, she said.

"This is a very safe, nonviolent event, with peace-loving people.

"Those people (arrested) probably won't come back. I don't think it will keep the others from coming back, though," she said.

Illinois State Police netted more than a dozen arrests conducting traffic stops on Illinois Route 29 south of Chillicothe. Peoria County sheriff's deputies and police from Washington and Peoria Heights assisted during the music fest.

"As long as they have a music festival with that amount of people we'll have people up there conducting narcotics investigations," Hawkins said. "We'll be there next year."

The agencies really don't like paying for that, and they really don't want the hassle of arresting hundreds of hippies. So, they do most stuff Friday night and then go down to a lesser crew for the weekend days. Sometimes, even though they have the uniform on, they are actually off duty and being paid by the promoter. In this case, they reeeeeallly do not want the hassle of paperwork and all of that, they are just there to keep peace and take care of unrulies.

Music festival near Chillicothe included nearly 30 arrests

PEORIA - More than a dozen people were indicted by a Peoria County grand jury in the wake of a large drug bust at a Memorial Day weekend music festival near Chillicothe.

Officers with the Chillicothe Police Department and the Multi-County Narcotics Enforcement Group arrested nearly 30 people during the music festival, dubbed Summer Camp 2006, at Three Sisters Park. The grand jury handed down indictments last week against 16 for selling or possessing psilocybin, or hallucinogenic mushrooms, LSD and cocaine.

Those charges are:

- Matthew R. Rhodenm 25, of Rockford; unlawful possession of a controlled substance with intent to deliver, psilocybin, and unlawful delivery of a controlled substance, psilocybin.

- Bruce A. Rabano, 33, of Clinton Iowa; unlawful possession of a controlled substance with intent to deliver, psilocybin, and unlawful delivery of a look-alike substance, LSD.

- Donald J. Prybil, 20, of Johnsburg; unlawful delivery of a controlled substance, psilocybin.

- Michael R. Gregg, 23, of Charlotte, Iowa; unlawful delivery of a controlled substance, Ecstasy.

- Gerad W. Painter, 19, of Dyer, Ind.; unlawful delivery of a controlled substance, LSD.

- James D. Bolton, 27, of Covington, Ky.; unlawful possession of a controlled substance, psilocybin.

- Jerry J. Masi, 25, of Wilkes-Barre, Pa.; unlawful delivery of a controlled substance, ketamine.

- Kristopher J. Arrigo, 21, of Lake-view, N.Y.; unlawful delivery of a controlled substance, LSD, and unlawful possession of a controlled substance with intent to deliver, LSD.

- Arthur D. Proskin, 42, of Albany, N.Y.; unlawful delivery of a look-alike substance, psilocybin.

- Matthew J. Davis, 23, of St. Johns, Mich., and Lindsay J. Hillers, 17, of Saratoga, N.Y.; unlawful possession of a controlled substance with intent to deliver, psilocybin, and unlawful delivery of a controlled substance, psilocybin.

- Jarrett W. Gable, 32, of Chicago; unlawful delivery of a controlled substance, cocaine, and unlawful possession of a controlled substance with intent to deliver, psilocybin.

- Dustin M. Olsen, 27, of Scio, Ore.; unlawful possession of a controlled substance with intent to deliver, psilocybin, and unlawful delivery of a controlled substance, psilocybin.

- James P. Williamsen, 22, of Charleston; unlawful delivery of a controlled substance, LSD.

- Paul M. Avila, 20, of Chicago; unlawful delivery of a controlled substance, LSD.

- Michael M. Alridge, 22, of Moorhead, Minn.; unlawful delivery of a controlled substance, psilocybin.

- Derick J. Roth, 28, of Denver, Colo.; unlawful possession of a controlled substance with intent to deliver, psilocybin, and unlawful delivery of a controlled substance, psilocybin.

Also indicted last week were:

- Brenda A. Jackson, 53, 2605 W. Richwoods Blvd.; retail theft.

- Johnathan L. Williams, 18, 710 NE Adams St., Apt. 109; unlawful possession of a controlled substance with intent to deliver and unlawful possession of a controlled substance.

- Anthony D. Jackson, 38, 610 E. Illinois Ave.; unlawful possession of a controlled substance with intent to deliver and unlawful possession of a controlled substance.

- Lauraine B. Singleton, 24, 805 NE Madison Ave.; burglary and theft.

- Robert D. Griffin, 26, 1111 E. Gift Ave.; unlawful possession of marijuana with intent to deliver and three counts of unlawful delivery of marijuana.

- Thomas R. Bratton, 55, 717 E. Kansas St.; domestic battery.

- Carl T. Sally, 23, 2005 W. Malone St.; unlawful distribution of a look-alike substance.

- Kimitt R. Scott, 26, 915 W. Third St.; aggravated robbery.

- Michael Little, 26, 710 W. St. James St.; aggravated unlawful use of a weapon.

- Derrick M. Shane, 24, 1019 E. Hines Ave., Peoria Heights; three counts of unlawful delivery of marijuana.

- Damion E. Gulliford, 25, 1710 NE Madison Ave.; unlawful delivery of a controlled substance.

- Anthony T. Brooks, 24, 711 E. LaSalle St.; armed violence, aggravated unlawful use of a weapon, unlawful possession of a weapon by a felon and unlawful possession of a controlled substance.

- Montel D. Shorty, 20, 2005 W. Kettelle St.; aggravated battery and domestic battery.

- Michael Bang Williams, 40, 1029 S. Greenlawn Ave.; aggravated domestic battery, aggravated battery and domestic battery.

- Kenneth "Silky" Black, 26, South Holland; unlawful delivery of a controlled substance.

- Mark A. Eggerson, 40, 601 SW Adams St.; unlawful delivery of a controlled substance.

- William A. McGee, 43, 814 W. McClure Ave.; retail theft.

CHILLICOTHE - Three Sisters Park has had enough of Summer Camp.

The annual outdoor music festival more than doubles the population of Chillicothe, with concertgoers from across the country trekking to this Peoria County town.

For three days and nights last month, more than 8,000 Summer Camp attendees reveled in jam band harmony while shelling out their tourist dollars to many of the local businesses.

Unfortunately, the concert also has come to symbolize a draw for illegal drug users, distributors and potential life-threatening consequences.

As a result, park manager Chris Cassidy said the privately owned Three Sisters will no longer host the event.

"It's mainly because of the injuries being associated with the druggies," Cassidy said Monday.

The decision came after the park received a petition from a doctor at OSF Saint Francis

Medical Center, along with the signatures of more than 80 other physicians, nurses and staff at the Peoria hospital requesting the festival come to a halt.

Dr. Richard Frederick, an emergency room physician at OSF who worked the same weekend as the late May concert, said his action was prompted by the "numerous drug overdoses" coming into the hospital during the event.

"Somebody is going to die one of these days," Frederick said Monday. He estimated 20 to 30 people were hospitalized for overdoses from various drugs, including LSD, GHB (the so-called date rape drug), cocaine, amphetamines and alcohol.

"Whether you realize it or not, this has turned into one of the Midwest's most popular venues for the abuse of illegal drugs," Frederick wrote in the petition dated June 1 and on letterhead from the University of Illinois College of Medicine at Peoria.

MEG director Larry Hawkins previously said there were "people calling out what drugs they had for sale, but they were a little less obvious about it" than last year.

Despite attending this year's festival and seeing none of what Frederick related, Cassidy noted: "This is a family park; that's not what we're about."

Summer Camp promoter Jay Goldberg said the music festival will go on, with or without Chillicothe.

Goldberg, who already has received proposals from other communities - mostly from outside the state - said he believes the Three Sisters Park board made a hasty decision.

"I'd love to see Summer Camp continue at Three Sisters Park, but they need to decide whether they want to host big events," Goldberg said. "Anytime you have big events - look at the NASCAR races or a tailgate party at a Jimmy Buffet concert - there's some potential for something to happen. With big crowds, it all goes hand-in-hand."

Goldberg said he doesn't condone drug use and that emergency personnel were in place for all serious situations. He added that Frederick, an attending physician at OSF, "is in the position of authority; it's unethical."

Frederick, an ER doctor for more than 25 years, said his petition was not sanctioned by the hospital, and he did not pressure anyone to sign. He said he simply left it on a desk for others to sign if they wished.

"My concern is with the health of these kids," he said.

Chillicothe Police Chief Steve Maurer said most arrests at the event were for drug offenses.

"Anytime you double the size of the town, you're going to have some problems," he said.

"But 95 percent of the people at Three Sisters were here to listen to music and have a good time and spend their money in Chillicothe," Maurer said. "The other 5 percent are those who follow the concerts selling drugs. You'll have that at any concert, whether it's here, in Peoria or wherever."

CHILLICOTHE - Summer Camp may be unrolling its sleeping bag in Chillicothe for years to come.

Officials with Three Sisters Park and promoter Jay Goldberg say they are hammering out details for a five-year commitment to bring the annual outdoor music festival back after park officials renounced the event in June, saying concert-goers brought with them the appearance that illegal drug sales and use were taking a prominent front row seat.

More than 80 OSF Saint Francis Medical Center doctors, nurses and staff requested in a signed petition that the festival come to a halt because of injuries caused by drug use.

"We learned later that was not completely accurate," Goldberg told the Chillicothe City Council on Monday night during a request for a variation of the noise ordinance. "We would like to consider keeping Summer Camp here."

More than 8,000 Summer

Camp attendees trekked from across the country to the privately owned park to revel in the eclectic music, more concert-goers than any of the event's five preceding years.

Park manager Chris Cassidy said the "hasty" decision to halt the festival was rescinded after St. Francis officials insisted the petition was not a stance taken by the hospital. A separate petition signed by hundreds of Chillicothe residents and by a large number of local businesses also asked the park to reconsider.

"We made a quick decision," Cassidy said.

Dr. Richard Frederick, an emergency room physician at St. Francis who said he worked the same weekend as the late May concert, said his action was prompted by the "numerous drug overdoses" coming into the hospital during the event.

Goldberg said emergency crews who worked the event, however, told him the event was successful and the majority of the medical calls were, in part, because of the heat.

"This doctor had an agenda," Goldberg said.

Nonetheless, agents with the Multi-County Narcotics Enforcement Group arrested 30 people involved in the illegal sale of drugs during the three-day festival. They also seized 2,373 grams of psilocybin mushrooms, 91 hits of LSD, 394 grams of marijuana, and smaller amounts of heroin, cocaine, Ecstasy and ketamine.

The City Council on Monday unanimously approved the variance for the noise ordinance, which extends the use of sound amplifying equipment until 11 p.m. for the first night of the event and until midnight for the following two nights through 2011. City Council, however, has the right to revoke the extension.

yeah this is great news. i love moe. and i dont like any negativity surrounding their scene. their music does more for people than anything the damn DEA ever will.

We can have an evolution if we all just get up off our asses, flex our rights to assemble, petition and vote. I think there are enough recreational drug users in the world to make it happen. And enough studies done proving alcohol and magic mushrooms are less harmful than both cigarettes and tabacco. Get up, stand up!
