Why does my fan look like is spinning really slowly?

It's in front of the TV and it's on high, but the blades look like they're only going like, 20rpm. I know it's got something to do with the light but what?

I did lol. All I came up with was why fans with slower moving blades work just as well as those with fast blades. Go figure.

In order to accurately sample a periodic event, the sample rate must be at least twice the event rate. Although it seems that the television is generating constant light, it is actually generating pulses of light at some frequency. If the pulses of light from the television are not at least twice the velocity of the fan blades, you will see artifacts. In your case, the artifact makes the blades appear to be spinning slowly. In other cases, the blades on the fan will actually appear to be spinning backwards.
