windows xp installation question

quick question for a friend.
when installing xp, is there an option to format the drive as fat32 instead of ntfs?

I'm pretty sure it gives you the option at install, but why the hell would you want to use FAT32 over NTFS?

When building a new PC, i still make 2 partitions, the main (C:) being FAT32, and the 'storage' (D:) being NTFS.
So a 120 GB would usualy be:
C: 20GB FAT32 D: 100GB NTFS
Why? Because. Countless times some fucking lame virus or hardrive failure has fucked up my windows installation. Now usualy i can just format C and be right back after an install because all my shit is still on D:.....however, there are times when i just want to get the system running without a format, or there are some files on C: that i really need backed up first. Have you ever tried to recover files from an NTFS drive thru DOS? No go. How bout DOS-NTFS? Nope! We'll design a program thats os fucking limited you can stare at your pretty files, but not recover them! Knoppix you say? Have fun with the limited NTFS support. Yeah yeah, "We now have full NTFS support!!" Wonderfull promises that never seem to work when you need them.
Maybe i just dont know the full library of software available out there, but in my experience, Drive C shall always be FAT32.... Even tho it sucks. I've learned my lesson.

Just throw NTFSDOS on any boot disk or CD. I used it recently, it works great. Of course if your filesystem is jacked, first you'll need to boot to CD and run chkdsk from the recovery console. And if you can't see your volume at all it's unlikely FAT would have done anything to help with the problem. Recovery's still possible with commercial utilities.

Would running the boot partition on FAT32 make it easier for malware/spyware to infect a computer? The FAT filesystems lack the "security features" (yeah right, Microsoft and security... a true joke!) that NTFS has. I am guessing that theoretically it should make a difference, but in reality (due to the buggy nature of Microsoft products) it simply doesn't matter. Anybody know for certain?

NTFS does support robust file permissions but as long as most programs require you to be running as administrator it doesn't really matter. Vista will be more like other modern OSes in that regard. All system files will be owned by the admin account and any changes require the Windows equivalent of su. I'm looking forward to it, it's about time.

I got into a huge debate about this with a lawyer. It boils down to two points of view:
1) the ability to secure the system exists, therefore the security is there, it just isn't being used
2) the system's security features are not being used, therefore the system has no security
I took side 1 while the lawyer (and you) are taking side 2. From a technical standpoint, I am correct. From a realistic standpoint, you (and the lawyer) are correct.

You know I've been hearing the no password = no security thing for a while. I'm curious if you or Seuss could elaborate since it's repeated so often it's almost a given assumption. If you're an operating system, and all data goes through you before hitting the processor, can't you just drop everything and wait for a confirmation click? As you can kind of see in the screenshots, it locks your computer similar to Ctrl-Alt-Del when a prompt comes up. I can understand why passwords would be required in certain situations but if you have control of the hardware and a system in place for signing files it seems like you should be able to secure it without them.

say a friend is fooling around on your computer and decides to [accidentally] install some malware or make deep change to the system. Without a password, the friend would probably just click "ok" and your system would be compromised. If a password were required, your system would be fine.
