I don't think the Bulls can complain. Not only making a play off berth this year, they also have the number 2 overall while the Raptors got the first pick.

So who are the prospects this year? As I understand there isn't terribly much on the table.

Yea, they do a lottery. The more worse a team's season finish is, the greater chance of getting a first round pick

If a team finishes with a bad record, it is more likely to get the overall pick in round 1. In this case, the Raptors won it and they are one of the worst teams in the NBA.
