Which defines potency, spawn or substrate?

Hey all! I'm kind of curious - I've been trying to find information about potency and the factors that lead up to it. Its been pretty unanimous that poo is the best bulk sub. However, if you would spawn initially with PF style jars, then use poo as the sub, would it be weak, potent, or somewhere in between?
So, which attributes more to potency, spawn or substrate?

I thank it has to do with the substrate as a strain gets grow out out on the same substrate over again and again.It will lose some of it's potency and doesn't grow is fast as before in TMC & MMGG it says to change the ager/ substrate that you use evey so often to get better growth.

Ok, so substrate would make sense then. I think i may experiment with it... it would make sense that if you spawned originally with a higher quality material (grain or WBS as opposed to brf) that the mycelium would get a head start. Sort of like with people - if a child gets a whole lot of nutrients when they're very young, they'll end up bigger and stronger than someone who gets 'just enough to get by.' So maybe it could be a combination?

I would also like to know the causing factor in potency of the fruiting body.
