Hi I just recieved the pressure cooker I bought and it didnt come with instructions on how to use it. So basically how do you set the pc to 15 psi with that weight and does it have a safety on it to tell you if it is above 15psi? Also what do you put on the bottom since it didnt come with a rack?

that weight is strange.
that pressure cooker is old.
just put 1" water in it, close it, and fire it up for a test run.
whatever psi you have is all you get with one of those.
I suggest going to wal-mart and buying one for $15.
It'll have a proper weight, a rack, a new gasket, and instructions.

i would spend more than $15 on a pc, i mean yeah there are many places in this hobby where you can be cheap and work out great but imo a pc is an investment and the more you put in the more you get back, and a good pc really isn't THAT expensive

ok thanks for the tips but I guess Im stuck with this one for now. It doesnt look to bad and the gasket is in good condition. And I think for the weight I just put the vent into the 15 psi slot. And then to heat it do I turn to high for a couple of minutes and then back down to medium stabilize psi? Also since it doesnt have a rack can I just use towels and then put in about a 1" of water?

yup, towel and about 1"
yes on setting the rocker to 15psi.
turn on high and wait for rocker to emit a steady amout of stream.
when it is spinning or rocking or whatever, turn it down to say medium high.
electric: start on high and turn down to around 6ish when ready.
every stove and every burner varies. It will take some tweaking on your part.
and yes, buy an all american pressure cooker when you do buy one. For around $100
