not vagina.. no, this is the conditions i have my new seeds growing in.. does this seem right.. ill outline it.

they are in little pots, with syran wrap over the top of them, have special cactus soil, and the soil is pretty moist, not muddy but moist..

should i let the soil dry out a bit or hold that moisture in?
and i should be keeping them out of direct sunlight right?

All good except the dark part. You want bright light but not direct sunlight. near a sunny window but not in the sun is a good place, or in the shade of larger plants in the windowsill. Fluorescent tubes also work great for seedlings, 12 on 12 off.
