10psi - 240°F 12psi - 248°F 13psi - 251°F 15psi - 257°F
sterilization is defined as holding something at a temperature of 250 for 15 minutes. so you see 15psi gives a little margin of error. we PC for longer than 15 minutes obivously as it takes some time for the heat to penetrate throughout.
you can certainly use 13 or 14, just add a little more time on to play it safe.

Realize what altitude your at as well, the higher you go, the higher the P.S.I. should be. I run at 18 P.S.I. when I use my PC (It is an All American, and well worth the $$$!!). The PC ratings per P.S.I. are set for sea level. If your in the hills, you'll need the higher P.S.I.
You can find charts for what altitude your at and what your PC should be run at. Get to the 250°F mark, once there, start your timing and maintain that P.S.I. the entire duration of PCing.
