do you think one cool mist humidifier ($20 vicks one) could handle two tubs worth of humidity or should I just plan on 1 for 1...

That should do 2 tubs fine...
as long as each tub isn't room size

Well you see for casings you don't want the humidity to be all that high 70-85% is usually what I keep mine around.. Your better off doing a double tub.. but if your casing are already made.. you can just put it in a a bin without perlite or anything and the humidity will stay fine on its on as long as you you mist every once in a while.. the moist casing layer usually brings the humidity up to just to right spot

wow.. lets try this again, this is my 3rd time typing this aha. SO - my answer is still the same as above, a humidifer would easily humidify 2 bins. BUT a humidifier is not really necessary unless one is using a greenhouse or martha type setup (larger areas).
You mention using bins, therefore one is lead to believe that you are either growing "bulk" (monotub or double tub style)... or growing multiple casings.. heyy maybe even cakes right. Right hmm, back to the point.
When fruiting out casings in a bin, the humidity is generally high enough from the moisture of the casing(s) alone. Sometimes the humidity may drop below your desired level, in this case you may simply mist the sides of the bin. Using perlite/water humidifcation with casings in a bin can easily cause too high a RH, therefore misting is a plausible option.
When fruiting cakes, you will need a actual source of humidity. This is where you could use a humidifier but it really is unneccesary. So instead you could use something simple like an inch of perlite in the bottom of your terrarium with a small amount of water added to it... or geolite with a small amount of water.. Depending on the size of your bins, misting may do the trick for very small bins.
When fruiting "bulk" substrates (such as monotub or double tub teks) humidity should not be an issue at all 
So, to wrap up the most likely incoherent rambling, a humidifier is not necessary for a bin unless you have a strong urge to use electricity and actually complicate things.
