Casing Gone Nowhere - Scrape & Re-case?

Hey!
Tried my first casing, begun with PF cakes, colonized (fully) with a Cambodian strain, cased with 60/40 verm/coir and a dollop of oyster shell. It looked good at first, and after about five days was showing some healthy looking myc poking up here and there. So I removed the cover, patched the myc, and put it in the FC. As far as I can tell, the moisture and RH is good, but after a few weeks I see nothing but some tough-looking overlay. Here's my question:
Should I scrape the casing off and start over? I'm thinking of trying Nicholas & Ogam?'s vermiculite casing formula, (verm worked great for me when DE casing cakes). Or should I just try scratching?
I'm leaning towards starting over, in no small part because I'd like to see just what's happening under there. Any thoughts appreciated!

I'd just let nature take it's course, overlay is'nt as bad as one might think

I should've been more specific about the time involved. Cased on the fifth of this month, so it's been four weeks and a day since cased, so almost three and a half weeks in the FC. And not one lousy pin! Something's wrong here.

Read my pinning strategy and get that sucker moist very moist! Sounds to me your too dry as in the actual casings moisture content it should be at near saturation and pins will follow. GL
