innoculation problem?

my friend is doing very well but he has a very small question for the wise, he seems to have a problem somewhere in the innoculation phase. He mixes up all his substrate (BRF) puts it in his jars (1/2 pint) and then throws it in the old pressure cooker for about 45 min (10-15 psi) then he lets them cool overnight. this all seems normal to this point, but this is what throws him. He will innoculate at 4 sites and the sopres will only germinate and grow at the average on 2-3 points per jar. He shakes his syringes (which are less than 2 months old from the label) pretty well after drawing in a small amount of air in order for him to be able to mix it all up. Should he consider spraying it all out into a sterile jar and then sucking it all back up a few times to break it up? He is baffled, and this little problem slows his colonization in his beautiful incubator very much. He would appreciate any help. He has not lost any to contams (since the PC) and they evetually all colonize but very slowly due to it having to sometimes grow from only one point.

Do you sterilize the needle between each jar?

i sterilize it with a lighter usually, but this last time i decided to just use an alch wipe between every 2 jars, still the same problem arose.

Hmm...
Perhaps it?s because you?re not inoculating the same amount of the spore suspension each hole? But at least some growth should emerge.
To be honest, I?m a bit helpless here.
