How many days after innoc. and nothing... do you give up?

How many days after inoculation and you see nothing, would you then toss it out?
after 5 days? 8? 10? .... ?

I wait about 2 weeks, for both spores and LC for signs of growth.

i could take a while for spores to germinate and i definitely would not
give up after only 10 days!

if u dont see any sign of growth after 8-10 days then id start over. Its going to dry out and take forever to finish if it takes that long to even start.

Do I blame the spore supplier then and get more spores free saying the syringe was contaminated?

umm no not unless they WERE at fault if you have any more spore solution left make a LC to see if the spores are viable

No you would not do that because no growth does not necessarily mean contamination. If it was contamination you would probably see a little bit of growth anyway because of the foreign spores in the jars or a funny smell due to bacteria.
And to add to that there are other factors to consider: Maybe the substrate in the jar isn't moist enough, maybe they're being incubated at the wrong temp, if there is contamination maybe you didn't sterilize right, or maybe you didnt wait long enough to inoculate the jar. There are far more possibilites that are your fault compared to it being the vendors fault. Not that I'm saying it is your fault you aren't seeing growth but the odds are against you.
I would start again and this time pay a whole lot more attention to the details such as sterile technique, incubator temp, moist level of the substrate, waiting for the jars to cool, and other important things I am forgetting to mention.

However...If you can pin-point where the fault was...And if Indeed if was the vendors...PM them about it and see what they say. Most of them are nice and really easy going about it. 
Just don't EXPECT anything, after all, you're just another mycologist studying some spores....

At what point does one give up on this hobby? If you try like 5 times and can never get anywhere, just give up?

Whether one would give up after repetative tries or not is encumbant upon the character of the person in question, some people just give up easier than others.

Do they say that for legal species also? I thought it was ok to cultivate legal ones.

From reading your post and your responses during this thread I would have to say that your main problem is most likely......Patience. When you give up on a jar or this hobby in general is all up to you and how patient you are willing to be. Anyone in this community will tell you patience is a virtue when it comes to our pasttime.
Growing a mushroom is a lot like watching the grass grow only 1000x more exciting.
Patience and persistance will come through in the end.

Well it's been 5 days and no signs of anything... not even contamination.
I mean come on, at least let me see some green stuff or something
After pressure cooking the corn was in one big clump, does that mean it was overcooked?
