Shomer-Tec has had these telephone devices for decades!! http://www.shomer-tec.com/site/product.cfm?id=99883BEF-DFB5-B918-AE2DE226C81357FB Would anyone here have schematics of this or any of their other telehone devices? Any idea how they're made?

Is the device patented?
If so, the patent office would have it on file and available on their website.
They may or may not have a schematic, but it's worth a look.
Their patent image records have to be accessed through a buggy-as-fuck quicktime presentation, though. I guess it's to make it impossible for the mentally handicapped to save the images to their computer.

Are you sure this device works with touch tone dialing? It would be very easy to implement with the old pulse dialing, but difficult with touch tone dialing. With pulse dialing, you would simply add an extra pulse on the line every now and then, except when the number is a 9 or a 1. The logic for this would be pretty simple. With tone dialing, you would have to remove the tones that are on the line and provide new tones in their place. The first method would work by simply plugging into an existing phone system (piggy back style) while the second method would require the device to be spliced into the wire between the phone and the dmark.

Another thing...
By the time you buy all of the components and build it, it would have probably been cheaper to just buy the complete one from the company.
For example, would it be cheaper for you to buy a car or to build one yourself? It would be much cheaper to buy one of course.

Some bandpass filters, and you are good to go. Just filter out the last few tones, input whatever tone you want.
Edit: Thats not entirely true, get yourself a TI 6713 board or something. Read in the frequencies, fft it, then determine what frequencies the person is sending, and change to whatever you want. This way you can tell if they are trying to dial 911. Obviously its much more complicated then this, but its mostly a programming job at this point.

not much really, why not just let the first three go through no matter what, if you scrambles these three most likely it wouldnt work anyways becaue you would get out of area numbers....just scrable last four or something, play in a different order.

Exactly my point. Using filters, you have to splice into the line rather than piggyback on top of it. The more I think about it, the more certain I become that what is described can only work with pulse dialing. That isn't to say you couldn't do the same thing with tone dialing, just that it would be much more difficult and you would have to splice rather than tap the line.
One last tidbit... tones generated by dialing are actually two different tones combined into a single sound. Each row and each column have a different frequency. When you push a button, it combines the two frequences to generate an odd sounding tone. They make chips that both decode and encode tones.
