What is everyones opinion on the skyrocketing gas prices? If someone wanted to write a letter letting certain people know how they feel about gas prices, who would be the appropriate people to send it to?

Are you asking whom you could send a communication to about the rising gas prices?
You can send them to any of your political representatives. One of your senators or the congressman of your district would be a choice. And, of course, it would do jack shit.
Gas prices are unfortunately not a political issue, they're an issue of ruthlessly greedy oil companies, and even more ruthless investors who raise the price of crude through speculation.
FYI, almost 1/3 of the price of crude is based solely on a sort of "what if?". Myself I call it a "why? because we fucking can, you peasant" tax.
Sadly, since the gas prices are a result of phenomena in the private economic sector, there's not really anything you can do about it. Every politician allready knows how overpriced gasoline is, and they know how pissed everyone is about it. But, they're powerless to stop it. They also don't have much inclination to change it, because the enormous profits made by the oil companies quite conveniently give those companies the resources to be very generous towards politicians. Lots of lovely "gifts" from petrol industries.

Gas should be phased out and replaced by fuels that are neutral to the ecosystem. Fatty acid ethyl esters (biodiesel) or bio-ethanol for instance, or hydrogen/hydride systems.
Gas prices in the USA are far too low compared to the rest of the world, inviting overconsumption by the greatest polluting nation on earth.
There has to be incentive to make you guys burn off less mineralized carbon and I'm sorry, higher fuel prices will decrease the number of unneccesary rides/flights made.
You're not supposed to travel more miles a day than a horse can take you If you have to drive 20 miles to work you either have the wrong job or live in the wrong place.

I agree with you that we need alternative sources of energy, but I disagree with you on a few points.
I really don't think people will drive less if gas is more expensive. Maybe the poor will, but I really doubt middle-class or upper-class people will. Gas has tripled in price during the past decade and we are still consuming it at record paces.
Also, about the 20 miles to work thing: most people in the U.S. are happy to have a job in today's economy. If it means spending a good amount of money on gas to be able to put food on the table, so be it.

Yep, I know a lot of kids that live 20 miles from college and drive everyday to and from.
We are already making flexfuel cars in America, the same kind in Brazil. We will probably expand the use of biodiesel, corn based fuel, etc.

Infrastructure.
The amount of refining plants is absurd.
There are enough tar sands in Canada, to fuel North America for 600 years, however no pipeline.........

Here in the UK petrol is around 90pence per liter (about 6 dollars per gallon).
I don't think people drive less because of it, its just another tax.

First understand that oil and gas prices are not set by oil companies. They are set by commodity futures traders based upon supply and demand.
Everyone has their favorite scapegoat since its difficult to haul the Laws of Supply and Demand before Congress or arrest it or tax it.
I suppose you could write Sec. of Energy, Samuel Bodman or your local congressman, but as someone said it won't do any good. America is headed towards the wall with its foot on the accelerator and no Plan B in sight. This problem won't be dealt with until a full-blown crisis is upon us.
Best thing you can do is buy gold and silver coins and perhaps some alternative energy stocks and hang on tight..

high prices are our only salvation.
but i dont pay for my gas, i use my girlfriends moms gas card. muahahah.
People will not drive less. Like he said above, the lower class will. Everyone else will just have to negotiate that into their salaries...or learn to accept it. If you make more than you spend on gas, you are doing alright.
