Thick casing layer

Hey guys if one had a casing layer that was too thick could he/she gently remove part of the layer after it being cased for 3 days?

I don't know how you would remove just the top portion and be able to make it even. Likely you would have to remove pretty much the whole thing and re-case. How thick is the substrate and how thick is the casing layer?

Also what's it made out of?
