What if my perlite is too wet?

my perlite in the bottom of my fruiting chamber has alot of water in it. Id say the water level is almost to the top of about 1 inch of perlite. Is this bad? or will it be fine? My tub of substrate almost floats.

Any perlite that is underwater will do no good to help humidify the chamber. A bit of water at the bottom does seem to be a bit helpful but for the most part your perlite should not be underwater. And your tubs should definitely not float on top.

ok so i drained out the water and now all that's left is wet perlite with about .25inch of water maybe in the bottom. Almost none of the perlite is underwater now. should this be better?

You should have damp perlite with zero standing water.

Your better off with no standing water. I myself do use water at half the depth of the perlite and if you are using a PMP setup with perlite you will want standing water without a doubt.
