Cause the buds are where the THC is, which is what gets you high.

THC crystals can form on the leaves. But the smoke is more harsh than that of the buds. Best to use a bong or make tea or space cake with them.

The active in the plant, THC delta 9, is found primarily in the tricomes. The tricomes are little (you can see them, but they are very small) hair like sacks that are filled with a clear to honey colored liquid. The tricomes break open fairly easily. It is thought that the plant uses them as a defense mechanism (the liquid is very sticky). You will find tricomes all over the plant, but the highest concentration of them are found on the female plant buds. Since the tricomes contain the most THC and the buds contain the most tricomes, the buds are the best part to smoke. When the plant is picked, the tricomes dry. When dried, they become hard and look like little sugar cystals. You can sieve the dry plant matter through a silk screen and collect the dry tricomes to make a very clean form of hash. You can also collect the wet form of the tricomes from the plant (without damaging the plant) with your hands. Gently wrap your hands around the base of a bud and pull the bud through collecting all the sticky crap on your palms. Rub your palms together to get the sticky crap to ball up creating a less pure form of hash. When you look at a large fresh bud, you will notice that there are still some small leaves that are growing in and around the bud. Upon harvest these are usually clipped off. These little leaves have almost as much THC as the buds and are not bad to smoke at all. The larger leaves, the stalk, and the stems all have a lot of hemp fiber in them. My guess (only a guess, I have no research to back this claim) is that the fiber is what makes those parts of the plant so harsh to smoke. Smoking a stem is like smoking twine rope. Harsh smoke plus not much THC equals why bother. If you are not sure if you have bud or not, look for little red hairs (about two cm long). These were originally white and are part of the female plant. As the plant matures, buds form where the hairs grow and the hair turn red-brown. This image shows both the tricomes (looks like white dust on the leaves and bud) and the longer "white hairs" (harder to see):
