bulk colonizing slow?

afoaf has got two horse poo tubs incubating and its been exactly 1 week and it doesnt look anymore colonized than it did after 3 days, atleast not on the surface,sides, and bottom. So he can only assume the middle is growing at the same pace(SLOW).
he has a temp guage inside one of them and its usually at around 72-78F. im sure the actual substrate is hotter because he says the very bottom of the tubs are warm to the touch. so he doesnt think it is a temp problem. It may be a bit too wet for the mycelium? the poo may not have been drained well enough, though it didnt drip when given a nice squeeze..so it should be fine. only 3.5quarts of spawn to about 20qts of poo. should have been 6qts of spawn but some jars were lost. so it may just be because there isnt enough spawn.
My question is, should my buddy do up some more jars of the same strain and spawn them to the poo tubs so there is more spawn in the poo(would be like shaking a grain jar wouldnt it?, the mycelium can regrow right?), or should he just let it go even if it takes over a month to fully colonize ?
its seriously slow... i dont think he's being impatient at all, by now it is usually much more colonized, something going on this time. only thing i can think of is less spawn was used this time, but the actual growth doesnt seem to be growing fast at all. anybody know what the prob may be?

Well, it could be the low spawn rate causing a slow start.
One thing I would recommend is to set the tub on blocks or something so the heat on the bottom gets dissipated.
