Ethno garden lighting Q Refresh my memory

Could someone refresh my memory, as to why compact florescent lighting (cfl) is sub par, compared to MH and HPS? I know that the color spectrum's of MH & HPS are more suited to Veg & Flower, respectively.
BUT, I know I can get 4 100W cfl (Energy used 23W x 4 bulbs) for $10. THANK YOU Home Depot I can also get the sockets for $1.37 each.
I know I could keep the CFL's a lot closer than either MH or HPS (at least without an expensive light fan & glass enclosure). So why shouldn't I do this? Its only 92 total watts used (versus at least 250W)
I think It has something to do with the lumens. there are only 1600 per, but I can put the lights almost on top of the canopy.
Opinions and CFL links are very welcome!

I know with my 400MH I am having to shade half my garden due to sunburn. With cacti seedlings especially, there is such a thing as to many lumens.

Well the thing about it is.. they aren't subpar, just not as powerful per unit. You just can't cover the same amount of space per single unit of light. If you simply have more lights however... they will do wonders.
I've seen 2 150 watt full spectrum CFL's grow over 4 ounces of pot in one cycle. And that was with full plants, top colas being over a foot in length. I've also seen 5 40 watt lights produce over an ounce of very good bud.
And just for future reference, i wouldn't refer to the CFL's you're using by how much they are equal to in incandecent light (the 4 100W CFL's) but rather by how much energy they actually use (26W like you said). This will help you to better figure out how many of them you'll need for a given amount of space. EDIT: I just reread your post and figured out what you meant, it would be around 100W for the 4 CFL's you mentioned, my bad 
I'll tell you from experience if you have a cabinet 2 feet by 2 feet, coat that shit in mylar, and plug in 5 of some 42 W walmart bought CFL's, you'll be having a mound pot quite quickly.
My examples are for pot, which related to other plants takes a fairly strong amount of light to do well. I would think with other plants you'd want to use a mix of red and blue spectrum flourecents, to get a more even spectrum for the variety of plants.

Anyway, I know Overgrow died ;( , but any good teks for a cfl cabinet?
I really need to figure out how far i should space the receptacles from each other for optimum light spread & even-ness (<---that sounds confusing, basically should i space the lights 2 inches[I'm sure not] or 2 feet apart. I'm gonna grab my bible(thank your Mr. Cervantes) but some cfl teks would be awesome!

How about photosynthetically Active Radiation or PAR watts. PAR (and there is another PAR acronym in lighting as well)watts are basically the usable light emitted to the plant [between 450 -900nm wavelength]
I have been looking all afternoon for the PAR's of MH HPS and Floro's
nothing yet
