I found a 50 lb bag of millet I want but it has a second ingredient of vegetable oil, but it feels dry to the touch. Will this make a difference?

It is to be used as spawn substrate, to be inoculated with spore solution. Would I be better off paying more for WBS or something else? I dont want to waste my syringes and time.

Millet is about 15% protein, and contains high amounts of B-complex vitamins including niacin, thiamin, and riboflavin, the essential amino acid methionine, lecithin, and some vitamin E. And it is particularly high in the minerals iron, magnesium, phosphorous, and potassium. Good stuff to grow with, it is the main component in most wild bird formulas. Problem is, if it is meant for human consumption, the hull has been removed and makes a mushy mess when hydrated for spawn.
I've used that hulless form of millet in small percentages mixed with other grains and it doesn't seem to interfere with spawning, but I wouldn't want to use it straight up. So, the question is, whether this is millet in the hull or not. Looks like birdseed with the hull, looks like quinoa if it is hulled, that is, will be very small, yellow grains that sport a tail when soaked.

This millet is in the hull. It is sold as bird seed. The ingredients are :millet, vegetable oil. Will the oil affect mycelial growth? I will rinse the grain.

They are dry to the touch. I wouldn't have known if I didn't look at the ingredients. I could have the store order millet without vegetable oil in it, but it would take about a week and I dont want to wait if it doesn't make a difference.

Nah won't make a difference. Some ppl add a little veggie oil to their substrates anyways. Now for the fun part, getting perfect moisture content of your WBS!
