can u put the jars in the pressure cooker directly on the bottom or do you need a rack mine didn't come with a rack

Use a rack.
You don't (if possible) want them setting on the bottom, or in water.

you can probably get away with putting a towel on the bottom if you dont have a rack

I'm going to use the lids from extra canning jars, looks like it will work. just a grain question now, how dry should my rye be when i fill it into the jars, sounds like a stupid question but i don't want to mess them up

After it has absorbed all the water it can without going mushy or exploding then you want to let it drain fully so that no more drops will come out. Pick up whatever your using as a strainer and give it a few good shakes (slowly down, FAST up) that will help remove extra water.
