This is a risky method but, with care, will work with most seeds. Leave seeds between two peices of kitchen paper (bog roll isn't as good but still ok) and moisten with water spray. Leave it somewhere warm and dark, and make sure it doesn't dry out (thats the tricky part). Once the root has sproted and has reached 1/8" long transplant to light potting mix, try and get the root facing downwards. This is the best method i know for stubborn seeds.

the problem with that is that these are fragile seeds with wings that shuold be put on the surface so i suspect strongly they need light to germinate.

khat seeds have a small time frame in which they are viable..... dont quote me but i think they only stay good for a couple months maybe?
how old is your seed?
also they do need scarification

6 months old. maybe i should just order some new ones.
scarification of these seeds seems like a little project in itself, maybe softening them with water will be enough? i could always try to scratch them but they seems so fragile

Khat seeds are good for a lot longer than a couple months if you keep them in the fridge. That's where I keep all my seeds. My friend in a country where it's legal just puts them barely below the surface and keeps the soil damp until they come up. Put a layer of plastic wrap over the top to keep it from drying out. I have excess seeds to swap if anyone is interested.
