unfamiliar mycellium growth on BRF cake (pics)

I recently changed my setup from perlite tubs to a grow closet, martha stewart style.
I've noticed an excessive amount of "flanges" for lack of a better word growing on my cakes, usually up. This very spongy growth seems to get saturated with water very easily and by the time to harvest the first flush, has blued and seems it's beginning to rot.

My questions are: why are my cakes doing this? Is it a bad thing? (I'm thinking YES) What can I do to stop them from doing this?

Better air exchange I believe is the cause, I had this happen with a cake I had in a 2-litre that didn't get good air exchange(as I stopped caring frankly, it didn't compare to the casing.)

It's overlay, you can cutt it off with a exacto knife or just crumble up that cake into a small container and case it.

Serious about the overlay? I'm a rookie and haven't done a caseing yet, but I thought overlay was hard, this stuff pulls off easily with fingers, think wet cotton ball...
My RH is around 97%, I can't seem to get it any lower even though I've turned my fogger off completely. I use an ultrasonic mister + evaporative humidifier. I've turned the fogger off totally.
The bottom of my grow closet is a 150L tub of heated water, used to keep the temperature up (I live in the frozen north!) and provide additional humidity.
How will a casing do in RH of 97%? Guess there's only one way to find out
and um mushboy, what's FAE?

I'm using an evaporative humidifier on high fan speed that is piped directly into my FC and runs 24x7. The air exchange should be fairly good, no?
When I feel the hose, there is a significant amount of fresh air coming through it (enough that I can feel the air pressure 6" away from the garden hose)
I used this setup because I thought fresh MOIST air would be better than fresh DRY air.

Your humidity is not to high as mushboy suggests. Cakes thrive when humidity is high.
