It is highly recommended that you have one if you are using whole grains as substrate. If you are only using flour substrates then you do not need a PC. Simple as that!

You can get by without a PC, but it is very very difficult and risky. If you want to see if your non PC setup will work, prepare your substrate, jars or whatever, and do all the steps except don't use real spores. A staightened paperclip can be used to simulate the syringe. Wait a week and look at the results. If you have lots of nasty growth, toss the jars and find yourself a PC. If you were lucky and didn't contaminate, you might get lucky again... then again, you might not. It sucks to put in a month or three of work to lose everything at the end because you didn't get good sterilization at the start.

I think he meant flour substrates as opposed to whole grain substrates. The pf tek is a flour tek. the pf tek doesn't contam as easily as whole grain subs(like rye and birdseed) so using regular pan to boil/sterilize for an hour with the lid on will usually work for the pf tek. make up some jars pf tek style and boil for one hour. If you don't see any contams for a week and your substrate still smells fresh, your sterilization worked and you can use it. If not, get a pc.
