Well how about to maintain a proper temp and RH around the roots [read: mycelium network], as a non nutritious layer (mulching prevents weeds[read: contams} I think. MayBe I'm NutZ

I think you're exactly right actually 
Before I got interested in shrooms I put in garden beds (covered the ground with poo and bark/wood/straw mulches) in my yard - what popped up? Shrooms (suspected cubies, but weather conditions have been to hot and dry recently for another flush for me to confirm).
I recently just put a paper spore print under a layer of poo which I then saturated thoroughly - lo and behold, there's a nice white patch on the poo.
I'm beginning to think invitro is only useful if you want fruits throughout the year, seems quite easy to introduce Myc to your garden.

They are similar ideas.
Mulching increases the amount of moisture a given area of soil will hold... in addition to the mulch protecting the soil from evaporative water loss, it slows the percolation of water to the soil level after a rain, allowing the soil more time to absorb water, preventing surface puddles from developing. Thus it also helps prevent erosion and keeps the soil aerated.
Mulching, however, uses nutritious - generally woody - organic matter, whereas a casing layer is largely non-nutritive. Microorganisms break down the mulch into smaller particles which trickle into the soil, increasing its organic matter. These partially decomposed particles are further broken down in the soil by microorganisms (including mycorrhizal fungi), allowing plants to uptake the released mineral nutrients. Layers of inorganic material such as shredded rubber or gravel, I would not consider true mulches; rather, simply soil coverings. They add no significant nutrients to the soil and do less to establish a microclimate at the soil/air boundary.
In short, while mulching and casing both serve to increase moisture capacity and create a surface microclimate, mulching serves other functions as well.
