prepinning dryness

I dont really know what is happening i thought i had cobweb mold growing on the casing layer so i treated it with H2O2 water and set the temp back to 85 to help the colinization of the casing layer. within the last two days i have been incubating the substrate and i dont know if it is time to start the pinning process everyday when i check the bin it is seems to be drying out, does that mean it is time to pin, should i add the light and lower the temp/humidity.
