Common man.. Your FC could be warehouse size, or 40 gal tote size...
We can't answer ya unless we know what your FC is.

You don't generally need to heat the FC, so long as room temp in your house is at least upper 60s.

What do you mean by small fan-type heater? Like a space heater? Using a space heater, I'd keep the FC in a closet along with the space heater to bring the ambient temp of that whole closet up a few degrees. If you're using an ultrasonic for humidification, then at no point should you worry about your FC drying out, because all you'd have to do is let the ultrasonic stay on an extra minute or two per hour.

not a 'space heater' as i generally think of them. i guess its like a small personal space heater. like something you would keep on your desk...

Well dude, the most important question is how much will you need to heat the FC to? Meaning, what is the average room temp in your home?

I dunno about you guys but Im picturing quite a result if he puts a heater in a styrofoam cooler..
Picking the foam out of the carpet..

Seriously though, get your closet to around 70 degrees. Then just stick your FC in there. As for humidity, that ultrasonic will provide enough humidity to a styro cooler in about 30 seconds to a minute.
