Is the steam is escaping from the sides after reaching 5 psi? If so, you need to get yourself a new gasket.

Perhaps the inlet of the gauge is plugged with goo. Try to stick a pin in it and see if it's clogged. (I assume it has a gauge)
Is it obviously leaking steam around the gasket? If not, check the gauge.
If there is not an obstruction, you may have to have the gauge replaced by a reputable dealer or factory authorized service center.

Come again? It would have to be one hell of a close tolerance machined surface to hold back the pressures involved. I'd need confirmation of this.

All American Pressure Canners. These canners offer the best and safest method for home canning. The U.S.D.A. recommends that pressure canning is the only way to can meat, fish, poultry and all vegetables. All American Pressure Canners feature an exclusive metal to metal seal. No gasket to wear out and replace. Extra heavy, high grade aluminum heats quickly, wears well, cleans easily, and will not rust. Built to last by Wisconsin Aluminun Foundry. Chef?s Design Pressure Cookers are constructed of 18/10 stainless steel with an encapsulated tri-ply bottom. This series of cookers feature two pressure regulator weights, safety lock switch, and heat resistant handles. All models ship with steaming basket, cleaning rod, trivet stand and tempered glass cover.

So I guess it IS one hell of a close tolerance machined seal.
