I borrowed an old pressure cooker from a friend, the thing super small, has no gauge, and I can only fit 3 jars in it, (most everything you can find in the Netherlands is a miniture version of what you'd have in the states!) would it be ok to stack them, could I cover one layer completely with water if I secure foil over the jars Oh yeah It shoots a jet of steam and hot air out of the top of it, and there is no way to regualte it. is that right? the guy that gave it to me said he thought there was something missing.

No man, this thing is missing parts. It sounds to me like itshould have a pressure regulator where the jet is. basically some of the models have a round uynit iwth different holes in it (one for 5psi, 10psi, and 15psi ... etc) that sits on there, and rattles when the pressure inside gets too high. So basically, you are doing nothing by using this pressure cooker your friend gave you. second of all, you dont want to use that much water in your pressure cooker. all you need is like 1 L of water. that should be enough for any purpose i would assume

Stacking jars is fine. You only need an inch or two of water. Don't submerge your jars.

You might have the same pressure cooker as me. Is it a presto 6qt? If so, I easily stack 6 1/2pints in there at a time but you are missing the regulator cap. Ask your friend to look again and look around for prestro replacment producsts if thats what kind it is that is just my guess (e-bay e-bay e-bay)

It's actually made in england by a brand called prestige, but I think the thing is ancient, I haven't been able to find any thing that resembles it online, I don't think I can use ebay in Europe can I?

You can use eBay almost anywhere. You should email the seller and get the to quote you a shipping fee before you bid. There is a box on each auction that states whether or not a seller will ship internationally. It may be worthwhile to check walmart.com or bigkmart.com. Just a thought. Peace.
