WASHINGTON - In dramatic and sometimes agonizing terms, federal disaster officials warned President Bush and his homeland security chief before Hurricane Katrina struck that the storm could breach levees, risk lives in New Orleans' Superdome and overwhelm rescuers, according to confidential video footage of the briefings.

Bush didn't ask a single question during the final government-wide briefing the day before Katrina struck on Aug. 29 but assured soon-to-be-battered state officials: "We are fully prepared."

Six days of footage and transcripts obtained by The Associated Press show in excruciating detail that while federal officials anticipated the tragedy that unfolded in New Orleans and elsewhere along the Gulf Coast, they were fatally slow to realize they had not mustered enough resources to deal with the unprecedented disaster.

Linked by secure video, Bush's bravado on Aug. 29 starkly contrasts with the dire warnings his disaster chief and a cacophony of federal, state and local officials provided during the four days before the storm.

A top hurricane expert voiced "grave concerns" about the levees and then- Federal Emergency Management Agency chief Michael Brown told the president and Homeland Security Secretary Michael Chertoff that he feared there weren't enough disaster teams to help evacuees at the Superdome.

"I'm concerned about ... their ability to respond to a catastrophe within a catastrophe," Brown told his bosses the afternoon before Katrina made landfall.

Some of the footage conflicts with the defenses that federal, state and local officials have made in trying to deflect blame and minimize the political fallout from the failed Katrina response:

_Homeland Security officials have said the "fog of war" blinded them early on to the magnitude of the disaster. But the video and transcripts show federal and local officials discussed threats clearly, reviewed long-made plans and understood Katrina would wreak devastation of historic proportions. "I'm sure it will be the top 10 or 15 when all is said and done," National Hurricane Center's Max Mayfield warned the day Katrina lashed the Gulf Coast.

"I don't buy the `fog of war' defense," Brown told the AP in an interview Wednesday. "It was a fog of bureaucracy."

_Bush declared four days after the storm, "I don't think anybody anticipated the breach of the levees" that gushed deadly flood waters into New Orleans. But the transcripts and video show there was plenty of talk about that possibility ? and Bush was worried too.

i think the secret is him saying nobody expected the levees could break yet this make it looks like he was informed of the possiblity that they could. thats the arguement i gather from the article

Yeah, that's just what AP wanted you to get from their article. Problem is, nowhere on the tapes does anyone warn Bush of the possibility of the levees being breached.

As is always the case with AP, if there's even the slightest chance they might get a chance to embarass the administration, facts fall by the wayside.

I don't feel that it is an issue at all. If Bush knew, then local and state knew. If they knew, and failed to act(or better yet, take action BEFORE a hurricane), it is their fault.

I remember learning in a geography class in 2002 that the leaves could not withstand the strongest hurricane. It was no big secret, everybody know that new orleans was vulnerable, just as we know california is vulnerable to earthquakes.

Again the pathetically inept and corrupt local and state officials in New Orleans and Louisiana bitch that it's all Bush's fault.

Where the blame lay for Katrina's in my opinion:

1. Local officials - 50%
2. State officials - 40%
3. Federal officials - 10%

Blah blah blah blah...    I wanted to place blame on Bush and his staff but one person said something that changed my mind about the whole deal..

"Bush was confident that FEMA could handle the situation".

FEMA fucked up eerything and While Bush took too long to respond to FEMAs failure, he should be able to let FEMA AKA The Pros  :rolleyes: do what they do.

He still hates black people though. :grin:

I'm guessing Phred gets his news from Fox a little to much.
And Phred how much do you know about journalism? When something is wrong in the world the journalists are the only people who can inform, its there moral duty, if they just wanted to take shots at Bush they wouldn't have articles they could do a better job then the neautrality they usually have. I'd say the outrage is not enough, I remember with the war the media went practically silent in questioning the administration, mostly because of the amount of viewers they were getting as they treated it like a sports game preshow. And maybe it was so early in the administration's life that they didn't realise the possibility for corruption, they just continually reported what they did like the sheep they are.

But now if they start talking about something negative about the administration, they're shunned, they're bashed and flamed as left bias and BS by stations like Fox News and Rush Limbaugh's radio show.

I've never seen Fox News. I don't have a TV.

I can, however, download film clips and read transcripts.

The simple truth of it is that AP lied once again. They claim Bush was warned the levees could breach. Their own source material (the tapes) show that Bush was not warned the levees could breach.

You ask how much I know about journalism? Well... I've been reading newspapers for close to four decades now. Unlike many people, I know how to understand what I read. It is clear as mountain spring water that the MSM (and AP in particular) has an agenda when it comes to "reporting" on the Bush administration. This latest AP article is a prime example of the factual misrepresentations the MSM habitually engages in whenever they feel they have come up with a "gotcha" that might make the Bush administration look bad. This article not only reports nothing new, it is factually inaccurate to boot.

I note you have no response to the meat of my argument -- that the AP misrepresented the contents of the tape.

Progressive blogs blasted the President for his inaction. "We find the timing terribly suspicious - just as the Domestic Spying hearings kick into high gear, what happens? A major northeast Blizzard. Why now?" wrote blogger FukAmericanNBush2.

Hearings into the Blizzards' effect on hearings are almost a certainty. Howard Dean has suggested he will call for an investigation once his new medications kick in and John Kerry took a break from the sporting activities of the glamourous super-rich in some exotic locale (random choice: Ice Sailing in Finland) to call for new legislation outlawing snowstorms. "The Republican Congress has dropped the ball once again. I have always been a staunch supporter of anti-snow legislation, except for certain locations where I ski. Snow has no business on our roads and the President and Congress knows that."

Calls for impeachment over "SnowGate" as some are calling it already are mounting as deeply as the snow itself, and what will be discovered underneath will prove to have a truly chilling effect on the Republicans, as the inevitable thaw proceeds.
