Shoutcast TV listing on Linux: where/how?

Does anyone know of a program that would allow me to monitor all ingoing and outgoing socket traffic on my computer? I want to be able to look at the raw protocol data. There has to be a program out there that does this... preferably small and free...? BTW i'm using Windows, if it matters.

I this out but it wouldn't capture any packets. It didn't seem to work no matter what i tried. Any other suggestions?

Well here's the reason that i want to do this. Maybe if i explain exactly why, someone can help me solve my problem more directly.

I'm looking for the server, port, and protocol to use to download Winamp's Shoutcast TV listing. I have been looking everywhere for this but it seems no one else in the history of the internet has ever tried to do this (which is a surprise to me). I'm using Linux, and since i don't have access to Winamp there's no easy way to get a listing of the Shoutcast TV directory. Most people i ask about this are still back in the year 2001 and haven't even heard of Shoutcast TV. When i ask them about it all they can tell me is to go to shoutcast.com to see the list. Well, shoutcast.com only has the radio directory, so it's pretty useless here.

So i figured that if i could monitor Winamp's packets i could determine where the list is being downloaded from, and how. If anyone has a working TCP packet monitor that can see Winamp's traffic, please try opening WInamp and getting the Shoutcast TV listing, and let me know where it's connecting.

Alternatively, if anyone has any better ideas of how to get this information, please let me know.
