BTW, I am not certain that this is a peruvian t. I was sold it as a P.Tourch, but did not have any way to verify when I got it. I have compaired it to lot's of pic's but the spines seem short, but the shape seems to match. Can anybody verify this strain?

That looks like a pedro to me. But there's no way to be certain.
If it is a peruvianus, it is the "rare" short spined one. Perhaps considered the "true" peruvianus by some, since the rest are either cuzcoensis or macrogognus.
If it's a bud, don't move it, don't nudge it, don't change it's light cycle or you'll lose it.
Once this flower business is over with, you need to give that thing more light. It's growing really unhealthy, and that thing growth will never thicken up. If you get it some good light, new growth will be thick.

Looks like a root. I think I've seen pictures of cacti with aerial roots, and a quick search revealed that

The cactus looks a bit stretched to me, which could mean that it needs more light. This is probably also the reason why it is sprouting roots above ground.
I've had this happen both with a peruvianus stump that I had stored in a dark place, and another that I had placed too far from the window. I guess the areole thinks it's underground.

It could also be etoliated because it is in improper soil.
