If you're just going to do a standard terrarium setup with a plastic tub, then yeah, perlite works great. 16 quarts is more than enough. You only need like 2 inches of saturated perlite on the bottom of the tub. Depending on the size of the tub, that's like 2-4 quarts, maybe?
If you want a more automated system, but still a tub terrarium thing, you could do the coolmist or you could look at the PmP setup > http://www.shroomery.org/forums/showflat.php/Cat/0/Number/1303334/an/0/page/0 <. Either will work fine. If you have to buy everything new, the PmP will be cheaper. If you can find coolmists used, they'll be cheaper. Be warned though, when you modify coolmists with lead hoses, they tend to burn out rather quickly; within a matter of weeks, so be prepared to replace them.

Perlite is great for humidification of small terrariums, but it does nothing to sustain fresh air exchange. Also, in larger closet type setups, trying to humidify a terrarium that big with perlite is like shoving shit against the tide. If you dont mind fanning your terrarium several times a day to get rid of the CO2 then perlite is perfect for you, but if you want to utilize an ultrasonic/coolmist humidifier I suggest searching posts discussing those kind of setups.
Good luck!
