are we back on this now? haha. unfort some people cannot afford to choose where they live, especially if they live with large families. and the term "hurricane-prone" is laughable, as if there were some place on earth that was safe from all natural disasters.

Sorry, but that's comparing something which will happen (storms) to something which may happen (attack). That's why insurance companies won't insure homes in flood plains. They're smart enough not to bet on a losing horse.

Everyone can choose where to live.
And while no place can be said to have no risk, there is little doubt that a seacoast city that is 12 feet below sealevel will flood again.
