Slow grain (millet & rye)

I have some jars of grain incubating at 80 F. some are millet, and some are rye. They were inoculated with an agar wedge. At day 7 there was a golf ball sized growth of mycelium in the grains. There is not much more growth on day 10.
Jars have one hole in the center of the lid with polyfill. A Tyvek filter and two coffee filters over the top.
Followed the Tek at fungifun.org http://fungifun.org/grain/ for grain.
How can I tell if the grain is too dry? Can it be safely hydrated if it is?

If you can tilt or gently shake the jar and see grains roll around, it might be a bit dry. Also, get a small handful of dry grains and compare them to the ones in the jar. Do the ones in the jar look swollen in comparison?
I've had jars that stall too. I've tried laying them on their side for 12+ hours, this seems to help, but the never get that fast growth again. I would be intrested in learning more about why growth stalls. Is it a CO2 issue, or something else?

The rye grain is a little dry. I is swollen, but not as big as I think it should be, and it rolls easily. The grain in the original jars was soaked over night and PC'd at 15psi for 60 minutes.
I made two more three more jars of rye today, making sure they were wetter. These I simmered for 40 minutes and PC'd at 15psi for 60 minutes. There were more exploded kernels this time. I used less rye in each jar and inoculated with more agar slices (pure strain).
My guess is that hydration of the dry, slow colonizing jars might invite contamination. However, if I add, say, 5cc of sterilized, distilled water inside a glovebox, it should be free of contamination. What do you all think?

Update:
So, I sterilized some water and added it to two jars. The did well. All jars finally colonized. The one I added water to went about a week faster than the others.

 They were solid white in no time.
