Health Police Plan


A SCHEME which will involve "Health Enforcers" patrolling deprived areas and urging unhealthy people to visit their GP was greeted with scepticism last night.

Scottish ministers want special "case-finding" teams of health workers to go into deprived areas on the look-out for residents most likely to face major health problems - especially the overweight and smokers - and try to persuade them to visit their GP for advice.



Ministers insist the scheme is the only way to combat the country's appalling death and disease rates, especially in the poorest parts of the country.

However, Frank Sullivan, a professor of community health at Dundee University, said he was concerned that the process would be too vague, not cost- effective and "not targeted enough" to produce long-term benefits.

He said: "The health service is having to run just to keep up with the patients who perceive they need treatment without adding those who are unaware. If we had a magic wand, we could wave it over everyone to find out what is wrong. In reality there is no simple test."

Nanette Milne, the Scottish Tory health spokeswoman, said: "While I understand the need for preventative medicine, this sounds a bizarre idea."

Details of the plan were revealed last week by Professor David Kerr, a cancer specialist who recently led a review of the NHS in Scotland. Andy Kerr, the Health Minister, has already given his backing to the idea.

The minister told MSPs that Scotland could not wait for the disadvantaged or less well-off to access the healthcare system because "we know that they don't". He added: "Currently, care can be reactive, hospital-centred and geared towards acute conditions.

"Tackling conditions and potential conditions in advance can pay massive dividends down the line."

A study of life expectancy last year showed the gap between rich and poor was widening, and the Executive is under pressure to improve the country's health performance.

Scotland spends 13 per cent more on health than England per head of population - ?1,443 compared to ?1,278 - and will be spending more than the European average per person within the next two years.
