It's all frame of reference. Ultimately, from a cosmic perspective, everything is in perfect harmony. From a global perspective, there are certainly imbalances. And in certain situations, such as certain political situations, truth could definitely be considered an underdog. In others, it could be seen to have a clear dominance over untruths.
It's all about the frame of reference.

Reminds me of a quote from a royksopp song, "wise men use analogies and puzzles, brave men tell the truth... the woman holds her tongue, knowing silence will speak for her"
In our society, truth... what is truth? I see this played with all the time. How many straight forward, honest people are there in our society, of people you can think of in the "public eye", seiously, how many?
I would say it is, even as you seem to personify it as if it were a person, or even as an ideal.
