Men's "breasts" are not as sensitive, and they are not sexualized in Western culture.
It seems highly subjective, though. Some cultures expect both sexes to cover up, and some expect neither to cover up.

i donno if this has been said yet or not, but i've done some resurch on islam, and they are very respectful of women. the woman can make any request befor marrage, and if the husbin dose not hold up to them, she can devorce at will, (with judaisim only the man may devorce) also, they have dowerys because in there culture they blieve the women deserve to be taken care of properley, its ment to be respectful. and i've had it explained to that they feel women are so beautiful that it may cause impure thoughts thought out daily life. its kept hidden, because there beauity sholud be seen as a speical thing, not just an everyday thing
certian sects of islam have turned to extreemest, but the sufi's (85% of islams) follow the koran and respect women.

Do you think it's a sexual issue, or is it more of an identity, control and possession issue? It seems to me requiring women to cover their faces and hair with the same black cloth would serve the purpose of obscuring their individuality.
Female adherence to "popular" fashion in the U.S. serves the same purpose. 
No, I don't know of any cultures which require the men to cover up while the women remain uncovered. I do recall a few primitive cultures in which the men were the ones to wear makeup & jewelry, and to dress up to attract female attention, though.
