The components:
Starter = 10 RUR (equiv. of about 30 cents) Ballast = 60 RUR (about $2) Quartz UV tube = free gift from a fellow doctor  Wires, connectors, board, plug, screws = free pantry stuff
Contaminants, watch out!

You can sterelize a room with a quartz lamp without using of any chemicals.

I just did a little bit of a search on this. So quartz bulbs kill contams because they produve UVb light aparently right? You can even get a sunburn from being exposed to them for too long. Will this do anything to fungi in any stages other then spore? I am preaty curious about this now but cant find much good info.

Hard UV light kills almost all microorganisms, including becterias, fungis and so on, it's a known fact. Mold spores are more resistant than bacterias but they also die from a worthy amount of UV. That's why doctors use quartz bulbs in their rooms, they kill pathogen organisms.
It is not recommended for people, animals or plants to be in the room where a quartz lamp is lighting. I enter the innoic room (i.e. bathroom) 15 minutes after switching off the lamp and always feel ozone odour till first few minutes. I accidentaly killed one of my thin-leaf house plants a week ago when decided to do a little UV prophylaxis in my living room. Another plant with thick leaves is remaining well. That was the case got me understanding I must be cautionous with UV. No any exposure for yourself, plants, mushroom spores or mycelia! Only jars, tools and the innoc room!

I would be VERY careful with that set up.
Skin, or eye exposure to hard UV light is KNOWN to cause cancer.
I have used then in air sterilization. But, they were enclosed in 16 gauge sheet metal duct work. Which, the air was forced through in a hepa filter housing.
Just be careful, malignant melanoma skin cancer is NO FUN.

seems ill, but seems a bit too much for me as well.

I personally cherish my quartz-lamp-induced melanomas. There's Richard, Julius, and Little Pete (he's asymmetrical).
