windows permissions?

file permissions are pretty straightforward in unix. everything's a file, and certain users, or groups of users, can read, write, or execute each file. everyone uses the same directory for executables and everyone gets a home folder for their data, personal configuration files, etc.. simple.
what's going on with that in windows? what's the difference between an administrator and restricted user? how do you work with multiple users? it seems like a big mess to me...

windows permissions are so meaningless, you can boot any windows xp machine with a linux live distro, replace windows/system32/login.src with cmd.exe - boot up in windows, and the equivalant of a su'd terminal will pop up when the screensaver should kick in. net user <whatevertheadministratorusernameis> newpassword oughta do it from there.
now that's quality security!

Windows was designed for "ease of use" or so they tell me...I guess if you don't care WHO uses it your good to go.
