Partitioning Fat32 under XP

I want to format and partition a secondary drive under the FAT32 format as a data storage drive. I have windows xp and it will only let me format in NTFS. Is their a way of doing this?

boot with knoppix and format the drive fat32 from there.

Or you can try partition magic, its what I would use if I still used windows.

I recently purchased a 400gb drive and am using it in an old Maxtor USB external case (80gb originally). I also wanted it to be formatted in fat32.
Edit: Let me clarify that I formatted it hooked up to my standard IDE controller and formatted it. Then I transferred it into the USB case.
After a bit of searching I found a utility called fat32format.zip
Downloaded it, scanned for viruses, unzipped and used it.
Woohoo! 400gb of fat32 recognized and usable by both win98se and winxp.

Or...... set it up on a usb port on a win98se system and format it that way.
(also tried using a 300gb drive) Works fine.
