They ran out of finch seed so I bought this wild bird seed. I put 1.5 cups and 3/4 cups water in a jar and Pressure cooked it for 75 min @ 15psi. It's now a big fucking lump at the bottom of the fucking jar. Can I go in and break it up or what?

I think you forgot to boil off the birdcoat. Boil the birdseed for about 30-45min, drain off the water and rinse the seeds. Then just put the seeds directly in the jar, there is enough water absorbed in the seeds already. This is what I did as an experiment and the 2 jars are coming along nicely.

Happens to dude all of the time... You have to go crazy shaking the hell out of it and beating it against your hand(or a phonebook works too- Just not too hard where you shatter it). But with alot of effort you will be able to break it up.

Yea, gotta make sure to wash off that coating next time....I just soak my seed overnight...then rinse very well with cold water...then let drain...then i add about a teaspoon or so of gypsum to every pint or so......then PC....... Guess you could try and go in and break it up....be better to not open the jar though... good luck

Once I gave myself a blood blister on the palm of my hand trying to break up those birdseed bricks. It's not really worth it, I'd recommend starting over, washing the grain THOROUGHLY, and reducing the overall water content. It's very cool when you get the water right, you get a 1" layer on the bottom that adheres together a bit, but it all breaks up with a gentle shaking.

You'll notice that rinsing is a popular suggestin here. If you don't rinse the seed well you will also be inviting the goo. But then again, I rinse the SHIT out of my seed and still get the goo. There is some speculation that goo is related to high incubation temps though. I am not sure wtf it is.
