I downloaded a movie bin\cue but it turned out to be pal - I completely forgot that this wouldn't play in my DVD player - ANYWAY, how do I convert this mother to NTSC?
WAS this a complete waste of my time downloading this or can this conversion actually be done ?

it can be done, but it wont look right.
chances are yuour dvd player has a button that says P/N
just press that button (it should be on the remote) and the movie will work.
but PAL = 25 frames per second, NTSC = 29.97 frames per second.. so even if you convert it, it will look strange, because its creating frames out of nothing.

Using telecine you won't notice anything strange in the convertion (unless you single step through the frames). Telecine is a technique used to create progressive NTSC video from 24 fps film.

hmm.. chances are, it has already been encoded to NTSC if PAL mode made your tv lose color and go out of frame.. because typically, that is what happens when you try to play PAL in NTSC mode, or NTSC in PAL mode. Hard to tell.. but you should be able to convert it with almost any mpeg2 conversion tool out there.. just make sure you encode it to standard NTSC settings.
