thats probably you issue. Layer it like this: thin dry layer, 1-1/2 inch thick wet layer, and a 1/2 inch Dry layer on top.
Also placing a bubble wand under the perlite will wick air through it, raising the RH(This is not necessary! i do it and it helps).
Perlite has to be partially dry in order to humidify!

Holy dog shit! Texas? Only steers and queers come from Texas, Private Cowboy. And you don't look much like a steer to me so that kinda narrows it down. Do you suck dicks?

Do not put dry/wet/dry layers as ESanceOfCyan said. The chamber is gonna be at 90%+ rh so putting a dry layer makes no sense.

There will end up being a dry layer at the top regardless as the water trickles down to the bottom (gravity) unless the perlite is completely saturated. I just put the perlite in and fill with water until I see that the water level was about 1/2"+ below the top of the perlite. You can soak and drain too.

I think your problem may be that you don't have a tight seal on your terrarium. If the moisture can escape, it will. If the lid isn't tight on your terrarium, use a plastic bag or saran wrap:

I used a garbage bag for a lid here:
