mycelium in the mail

a dog received about a week ago some bags of substrate from a certain vendor with intention to innoculate but it appears there was mycelium in the bag already? is that possible, or is he mistaking it for cobweb, it is a white color, not grey and clumps around the rye. about 30 perc colonized. i wish there was a camera around. any help?

They are most likely contaminated.
Who is the vendor

T.H.E. is the vendor. I didnt know if i was supposed to say that. What kind of contamination would it be? It is clearly white and clumps so i dont think its cobweb.

If it's mycelium, it was an accident, or more likely it's some other mushrooms mycelium other than cubensis, I still don't see how it could survive sterilization, but from what I've heard many things do survive sterilization with DB bags.
